GRA - IT Training Centre



The Ghana Revenue Authority (GRA), as the nation's primary tax collection body, faces the critical mandate of increasing domestic revenue amid declining foreign aid. To modernize its tax administration, the GRA—in partnership with KfW, the German development bank—is constructing a new Learning and Development facility in Tema, Community 2, Greater Accra Region. The primary objective is to deliver comprehensive IT training to staff, thereby enhancing operational efficiency and revenue mobilization capacity.
The architecture responds directly to its context: a 2,600 m² site flanked by institutional neighbours and light industrial activity. It employs passive solar design, local materials, and a self-shading form to counter Ghana’s hot-humid climate. Inside, triple-volume spaces draw light into a programme of lecture rooms, research hubs, and support facilities. Outside, a calm public frontage and discreet service entrance balance professional identity with operational efficiency.

Designed as an open, transparent street frontage with landscaped gardens, paved walkways, and see-through boundaries, the architecture extends a welcoming gesture to the community. An elevated planter wraps around the entire structure, weaving greenery into upper floors and strengthening visual impact for neighbours and passersby. From the serene, garden-like car park to the covered terrace connected to the canteen, every exterior space is choreographed to invite, shelter, and delight.
The building does not merely house training rooms. It elevates learning through light-filled, triple-volume spaces. It prioritises comfort through passive solar design and self-shading form. It expresses identity through a calm, coherent public frontage and a serene, garden-like car park that feels more like a backyard than a parking lot. The covered terrace, connected to the canteen, offers a moment of pause—an outdoor room that invites connection.
Transparency defines its public face. See-through fences and gates open the building to the roadside, improving communal space and extending a gesture of welcome to neighbours and passersby. The continuous green ribbon of the elevated planter connects ground to sky, softening the architecture while strengthening its visual impact on the community.
The GRA Learning and Development Hub stands as a strategic instrument for national revenue modernisation and as a testament to design that serves both people and purpose.
